The USGA's GHIN handicap system provides a report that calculates the relative improvement of members' handicaps over a period of time. The calculation takes into account the fact that taking 2 strokes off a low handicap is much more difficult than off a higher handicap. The formula for the calculation is on the last page of the report below.
